Certain things can alter your water parameters. If you can check bag and see if it says what its made of that would help a lot. It will have to be washed thoroughly, all sand does. This means rinsing in a bucket til water comes back clean.
As far as sucking it up , vacuuming sand is very different than gravel. You don't put the cylinder in the sand , any sand even bigger grained pool filter sand will go right up.
Here is a video that should help. If your suction is stronger or you don't have the cylinder i don't anymore i removed it since it is easier to get between the plants with just the hose , then you won't be able to touch the surface like he did.
